This position will be responsible for the organization and monitoring of the Family Self-Sufficiency Program and recruitment of new participants. Evaluating families' income in accordance with federal regulations for families' Initial Certification, and case management of processing Interim Adjustments, Annual Exams, executing legal documents and data entry. 

Classification Standards
This position will work under the supervision of the Resident Services Manager, and Deputy Director or CEO in the manager's absence. The position also receives instructions and guidance from the Housing Choice Voucher (HCV) Manager as it relates to the HCV Program requirements. 

Essential Job Functions

  • Actively recruits new participants for the FSS Program.
  • Guides new participants through the initial intake, needs assessment, and program enrollment process.
  • Prepares detailed client assessments and works collaboratively with families to develop and track FSS program goal achievements.
  • Maintains and documents regular communication and interaction with participants to monitor progress and assist with any barriers to services or goal achievement.
  • Updates, tracks and processes invoices for Escrow accounts, reporting balances to participants at least once annually.
  • Prepares interim and final disbursements of Escrow funds.
  • Coordinates, develops and conducts in-house training opportunities, workshops and special events for FSS clients toward goal achievement. 
  • Conducts full scale regulatory processing for Annual Recertifications and Interim Adjustments to ensure ongoing program compliance.
  • Maintain comprehensive case notes on all participants as it relates to FSS participants progress and compliance, annual and interim reviews of income. 
  • Performs mathematical calculations, collects required documentation and performs precise data entry into internal databases.
  • Maintains relationships with various community agency personnel, particularly the Program Coordinating Committee, for coordination and information sharing, as well as to referring FSS clients to other community services. 
  • Seeks external resources for the FSS Program, including grants, goods, services, and volunteer support. 
  • Prepares reports, brochures, and other documents for the FSS Program.
  • Performs other related duties as assigned.

Knowledge

  • Knowledge and application of Federal Regulations as it applies to job functions.
  • Knowledge and application of the Florida Landlord and Tenant Act as it applies to job functions.
  • Knowledge of community resources.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major courses in human services, social services, psychology, public administration, or business related; and three (3) years of experience in grant activities in a municipal or nonprofit housing program, social service program, or related area. 
  • A minimum of four (4) years of direct experience in counseling/training participants of subsidized housing programs with special emphasis on administration of social service programs serving low-income families and senior citizens from a diverse population. Direct experience counseling/training participants in other social programs can be substituted for subsidized housing programs. 
  • Additional work experience in related fields may substitute for a college degree. 
  • Highly motivated self-starter and ability to coordinate multiple projects/tasks simultaneously in a high-pressured environment. 
  • Excellent work ethics and can take initiative when certain tasks need to be completed.
  • Excellent computer skills with proficiency in Microsoft Office. 

Licenses/Certifications

  • A valid Florida driver's license is required at the time of hire, and must be maintained for insurability with the Ocala Housing Authority's automobile insurance policy.
  • Successfully passing the FSS Coordinator Certification Exam will be required within eight (8) months of employment. 
  • Successfully passing the HCV Occupancy Specialist Certification Exam will be required within two (2) years of employment. 
  • Successfully passing the HUD Certified Housing Counseling Exam within three (3) years of employment is highly desired. 
  • Knowledge of Federal Regulations and general state law as it pertains to HCV Program will be required after employment.

Computer Equipment and Software Requirements

  • Experience and proficiency with personal computers, emails, word processing, Word, Excel, and Outlook.

Other Requirements 

  • Will be required to attend meetings outside of normal business hours.
  • Will be required to make oral presentations to Board of Directors, Government Officials, HUD, community organizations, and general public.

Selection Factors

  • Outstanding customer service skills.
  • Case management experience in subsidized or related housing.
  • Ability to mathematically calculate families' income.
  • Ability to effectively communicate, both orally and in writing.
  • Ability to maintain security and confidentiality.
  • Ability to establish and maintain working relationships with landlords, participants and general public as it pertains to families' participation in the HCV Program.
  • Ability to work with diverse communities and exercise mature judgement.
  • Good organization skills.
  • Ability to adequately perform multiple tasks simultaneously. 

Staff is responsible for reporting any perceived and/or real conflict of interest to their immediate supervisor in writing by completing the OHA Conflict of Interest Disclosure Form. Upon completion and submittal, the immediate supervisor will then report to Executive Management Staff. The Chief Executive Officer will determine if the employee will be allowed to continue processing the client's file, or if it will be assigned to another employee.
